Strikes on supply routes behind the front line have stripped the Russian army of momentum on the battlefield, they say, slowing its advance and driving up the cost. But Russia is now exploiting a different kind of momentum: vulnerabilities in Ukraine’s air defenses, which remain heavily reliant on the U.S. Patriot systems to intercept ballistic missiles it can rarely shoot down any other way. The war in the Middle East has strained the global supply of Patriot interceptors, already produced in limited numbers — a shortage now most of all being felt in Ukraine. Gaps in Ukraine’s air defense Ukraine’s air force said Russia fired 351 drones and 68 missiles overnight, targeting mainly Kyiv, and all 29 ballistic missiles struck their targets. “To intercept ballistics, we need the means for interception,” air force spokesman Yurii Ihnat said on national television. “Russians are certainly using the fact that there is a serious deficit of interceptor missiles now, in Ukraine and the world.” Ahead of the NATO summit in Ankara, Zelenskyy said on X that Ukrainian forces had performed well against drones and cruise missiles but not against Russian ballistic missiles — a shortfall he blamed on insufficient interceptor supplies. He urged U.S. and European partners to leave the summit with strong decisions to bolster Ukraine’s air defense and protect civilian lives. The United States and Europe have enough strength to stop this terror,” he said in a statement following the attack. Ukraine’s Defense Minister Mykhailo Fedorov said Russia is deliberately ramping up ballistic missile attacks on a scale not seen before, exploiting the acute shortage of Patriot interceptors. “Fewer such missiles are produced worldwide each month than the enemy fires at Ukraine in that same period,” he said. Russia’s Defense Ministry said the attack targeted weapons factories in Kyiv, including sites it said produce drones, sea drones, armored vehicles and missiles, as well as facilities repairing air defense systems and fuel and energy infrastructure in the city and surrounding region. The claims could not be independently verified. Russia’s aerial attacks on Ukraine have repeatedly hit civilian areas. More than 16,000 Ukrainian civilians have been killed in the war, according to the United Nations. “These are residential buildings. Places where people slept and lived their ordinary lives,” said Tymur Tkachenko, head of Kyiv’s Military Administration, in a post on Telegram. A residential building in the Podilskyi district partially collapsed, he said. In the Darnytsia district, several multistory buildings were damaged and people were believed to be trapped under the rubble. In Kyiv’s suburb of Vyshneve, about 600 residents were evacuated due to the risk of unexploded munitions, Ukraine’s Emergency Service said. Witnesses recount harrowing escape Khrystyna Piatetska, 20, a resident of Kyiv’s Darnytskyi district, said she began screaming after the first strike, which was followed by a second blast that blew out the windows in her apartment building. The lights went out, the smell of burning filled the air and the stairwell was thick with smoke, she said. “When we were leaving the building, bodies were lying there,” Piatetska said. “When we got downstairs, cars started exploding, and we came out from under the rubble straight into the fire.” Halina Ivanivna, 61, said she woke to the sound of the first strike at around 2 a.m. Moments later, her apartment building began to collapse around her. “Everything was falling down,” she said. Water poured through the building as smoke filled the air while emergency crews rushed to evacuate residents. About five minutes after the initial impact, a second strike hit, she said. Ukrainian attacks in Russia and occupied Crimea Meanwhile, an energy provider in Russia-occupied Crimea reported a blackout across the peninsula due to “external impact.” The Moscow-appointed head of Sevastopol, Mikhail Razvozhayev, said Ukrainian attacks cut power supplies to the city early Monday, but it was later restored using backup equipment. Russia’s Yaroslavl region Gov. Mikhail Yavrayev said two people were wounded in a Ukrainian drone attack on the city of the same name. He said over 70 Ukrainian drones were downed. Yavrayev didn’t say if any facilities were damaged, but Astra online news outlet said the attack targeted an oil refinery, causing a fire. “This is typical of Putin: right after America’s Independence Day and before the NATO Summit in Ankara,” Zelensky said Sunday in a post on X ahead of the attack.

Residential buildings in Kyiv’s southeastern Darnytskyi district, an area of the city that suffered significant damage last week, were also badly damaged in the Monday strikes.

Putin and Trump held ‘businesslike’ 90-minute July 4 call, Moscow says

The lethality of the Russian assaults on Kyiv in the past week displays the challenge Ukraine faces in protecting its capital as Russia innovates and steps up its attacks.

None of the ballistic missiles fired at Ukraine on Monday were shot down by air defenses, according to data from its air force, which said 29 ballistic missiles and 18 attack drones had struck 34 locations across the country. More than 350 drones and 66 missiles were launched toward Ukraine, with Kyiv the main target, it said.

Monday’s attacks led to power outages across a number of regions in Ukraine, including Kyiv, Sumy, Kharkiv and Dnipropetrovsk, the country’s electricity transmission agency said.

Russia’s defense ministry said it used “high-precision, long-range weapons” to target military-industrial facilities and fuel and energy sites in Kyiv on Monday. It said the attacks were in response to Ukrainian attacks on civilian infrastructure in Russian territory.

War in focus at NATO summit

Russia’s war in Ukraine will form the backdrop to the NATO summit this week in Turkey, where Trump will meet with Zelensky. The pair spoke on the phone on Saturday.

Trump then offered again to help end the war on Sunday during a nearly 90-minute call with Russian President Vladimir Putin, according to Russia’s foreign ministry.

The US president had vowed to solve the war within 24 hours of taking office for a second time, but more than 500 days into his current term, the administration has yet to find a path to peace between the neighbors, despite multiple attempts.

Ahead of the summit, Zelensky is using the attacks on Kyiv to renew his plea for allies to supply Ukraine with missiles for Patriot systems.

The “insufficient supply of interceptor missiles” was the reason Ukraine was unable to shoot down any ballistic missiles in Monday’s assault, Zelensky said in a statement.

“It is critically important that the world – first and foremost the United States and our European partners – come out of the NATO Summit in Ankara with strong decisions in support of our air defense,” he said

“As long as Patriot missiles remain in our allies’ stockpiles, Russia is only encouraged to keep ‘vanquishing’ residential buildings,” he added.

European Commission President Ursula von der Leyen said that the country “urgently needs more air defence. We will discuss it this week in Ankara at the @NATO Summit.”

Zelensky sees Patriots as key for shooting down Russia’s arsenal of ballistic missiles, loitering munitions and increasingly its Geran-4 jet-powered drones –– which fly too fast for Kyiv’s mobile fire groups and can only be shot down with ground-to-air missiles or fighter jets.

The latest versions of Patriot interceptors are capable of engaging incoming short-range ballistic missiles, cruise missiles and drones at altitudes up to 15 kilometers (9.3 miles) and distances of up to 35 kilometers.

Geran-4 UAV’s were used in both Monday and last Thursday’s attacks.

Russian forces have also stepped up efforts to take more of Ukraine’s eastern Donetsk region – a key objective for the Kremlin, and Ukraine’s cities face near-nightly attacks from Moscow’s drones and missiles.

Ukraine, meantime, has also recently ramped up missile and drone attacks against key infrastructure deep inside Russian territory, including oil refineries, ports and military factories. Russia shot down 519 Ukrainian drones launched toward it overnight into Monday, the state news agency TASS reported.
